Hey Miss Pinky, if you have full lips apply dominant makeup.

Remember that bright dominant lip makeup on a very young face will look out of place.
The more mature you are, the better you will carry dominant (not necessarily bright) colours on your lips

your lipstick and lipliner should match and blend together, NEVER apply a liner that's darker to your lipstick in an effort to make the liner stand out
