hi eva...could be the eyeliner ur friend's been using isnt of gud quality.... its necessary to get liners of good brands coz since the use is vey close to the eyes, it can cause damage to them if they are nt of good quality.......and liners of gud brands have a neater finish n a longer stay .... u apply once n u can notice the difference, no need for 2-3 coats...

This is because the eye-liner is not of good quality.

Coz normally it should not be flaking if a good brand is used.

And also you could use an eye-liner which are water-proofing.

other than what Snow and Naomi have said about the eye liner being of low quality, it is also possible that the eyeliner is old?

has your friend tried another eyeliner of the same brand? maybe you could ask her to try and see the difference?

Here are some tips on how to apply the eyeliner:

When using an eye pencil, open your mouth slightly to relax the eye muscles. It will make lining a lot easier without having to pull or tug at your lid.

Apply eyeliner as close as possible and even into the lashes to avoid the white line you sometimes get when liner and lashes don't connect.

It’s high time you tell your friend to buy a new one. I bet the product has been expired. Let me suggest you a good eyeliner. What about Revlon eyeliner? I think they are the best eyeliners.

I used bobbi brown's gel liner after hearing so many raves about it. Really smudge proof. Have the fluidline in sweet sage and think it's pretty good too
It won't smudge and is easily remove using normal eye makeup remover. and the tip is just nice to apply a nice line along the lash.

There's nothing thay can be done about this Eva, you should have long ago put it aside and look for another one, i think it would be better if you use an ultra fine eyelliner brush, this would prevent your liquid eyeliner from flaking!

Y our friend is probably not using a good one. Buy another one of a good trademark.
I’ve heard a lot about Cover Girl Perfect Point Plus Eye Pencils. They are extremely gentle and convenient in the sense that you don't have to sharpen them, they are really super affordable, and come in a wide variety of shades. Try this one
