Start applying Vaseline regularly to your lips, and don’t lick them at all because saliva is drying. Also, you can try applying ghee at night to your lips. This should help, and gradually your lip will normalize. Of course they will always feel dry every now and again - just make sure you carry a tube of Vaseline with you so you can moisten them whenever you need to.

Lips are soft when you keep them moist. Use lip moisturizers, lip balm or simply lipstick. You can try these remedies:
1. Rub cucumber slice on your lips,
2. Apply neem leaf extract on your lips
3. Put some aloe Vera gel on your lips

Vaseline should be the first choice to cure your dry lips and if ever it continue to remain dry then you should look for the Jack Black lipbalm, it has a cooling sensation. There's also the Forever Living lipbalm which smells nice and moisturising enough for my lips

One of the possible reasons for lips to feel dry is when they're being exposed to extremes of temperature, whether this is hot or cold. Using a lip salve regularly throughout the day will help.
Other conditions that lead to dry lip are
--Moderate degrees of dehydration.
--Drinking too much caffeine or alcohol

So as a solution drink plenty of non-alcoholic liquid throughout the day. Eight glasses of water each day is the recommended minimum. This needs to be increased during hot weather. And please avoid licking your lips in an effort to moisturize the lips. this doesn't solve the problem but makes matters worse. So try not to do this.

Sometimes it's irritation from saliva, lipstick or food causing a minor allergic reaction that's responsible for these symptoms. Contact eczema is another cause.

Eating a healthy diet rich in vitamins C, E and B, and also zinc, iron and beta-carotene, together with plenty of rest and regular exercise will help to keep the immunity fighting fit.

There are some medical conditions where dry lips are one of the symptoms. So if the problem persists despite these simple measures, ask your doctor for further advice.

There are a wide variety of lip balms on the market. Choose one that you like. But bear on mind that not all the lip balms are good. Buy a well reputed one and that also at the drugstore

Oh my God!! That must be hurting a lot. You have very sensitive skin and you need to take proper care of it. You need to apply petroleum jelly over your lips. Ordinary lip balm won’t be that helpful.

For keeping the lips soft you need to smile all the day.
I find lip gloss efficient for keeping the lips soft.
If ever you find your lips dry and cracked, please do not moisten it with tour tongue instead wash your lips with cold water and apply the lip gloss or any lip balm that you have at home.

For cracked and dry lips I’ve used Angel Lip Balm and miraculously my lips gain it natural sensuality within 2 days. Now I’m not afraid of winter or dry seasons since I posses this cream that provides me with quick relief.
I’ll strongly advise anyone that has this problem to use this cream.

Here are some useful tips that would help you to treat your dry lips!
Use Vaseline or lip balm everyday
Using a bit of lip balm to moisturize as you sleep.
Using a lip balm before going out into harsh weather, especially one with a good
Drinking plenty of water to keep your lips hydrated and supple.
Avoiding the use of lipsticks that can dry out your lips if they have become chapped.
Do not lick your lips as the saliva do not moisturize

Do as I say; compress your lips with warm water and apply petroleum jelly. If you have lips peeling off then apply a thicker coat of the jelly and they will come out by themselves. It will quickly normalize your lips and then you can use lip balm to maintain its softness.
