What I recommend you is to put a thin (super thin) coat of lip balm on to keep your lips moist, this is also to protect your lips.
Then put on a coat of clear gloss, for the affordible stuff I recommend Glam Shine (I forget who makes it) because it's not overly sticky.

You'll obviously need to reapply the lip gloss each time, but at least you won't get lipstick that bleeds and when it is time to reapply you'll still look natural....and not like you spent 20 mins putting on lipstick. I prefer lip gloss than lipstick and it's been a long time since i am not wearing lipstick and i have now healthy and beautiful lips!

iI love covergirl lipslicks- they are very sheer and glossy...and cheap! i have the same coloring as you and the one called "daring" looks great in small amounts. for the look you are going for, i recommend one of the more neutral shades however, i also love that it's in a stick form, try them out!
