I've been plucking and tweezing, but the middle of my brow is always a mess: ingrown hair, dry skin and clogged pores all due to the tweezing, what can I do to handle this?

The way you have been removing the extra brow hair then in the same way remove the middle part. The middle part is much easier because you need not have to care for the shape.

wash your face with a good cleanser, and dont forget to moisturize
