How Would You Do This Hairstyle?

I've tried it before but my hair just doesn't do the messy thing, and I figured it was just because I'm not using a certain product. I have hair a little bit past the shoulders, it's layered, and it naturally wavy (only a little bit wavy) when I let it air dry.
